Testing, Testing - Wild Differences Between Federal and State Reading Scores

How are 4th graders in Maryland doing in Reading? They're doing great if you look at state assessment results: 81% proficient, but lousy if you look at the Federal NAEP (32%!). For Mississippi, the discrepancy is 89% state and 18% federal. For North Carolina, it's 88% state and 27% federal. Do you spot a trend?
